Convention of States (COS)
Article V of the US Constitution provides the states the power to require Congress to call a convention of states.
Two-thirds of the states (34 states) must submit an application (scope of work) to Congress where upon it is required to call a Convention of States.
During the Convention of States, the state delegates will propose and vote on Constitutional Amendments within the defined scope of work.
Any Constitutional changes requires ratification by three-fourth of the states (38 states).
The catch-22 here is that you must get your state legislators to invoke this process.
