Via our API, yes.
Not via https://boltz.exchange, as from our current PoV it doesn't make much sense to offer Bolt12 in Boltz Lighnting -> Chain swaps. Boltz swaps at boltz.exchange are inherently single use. If you think it'd make sense, let us know with some details about your use case.
What I'd recommend in order to have this as end-user friendly feature: push for getting the memo feature in Misty Breez, talk to the awesome folks @nprofile…3ytq

That being said, we are already running a pretty strict channel policy, meaning if your channel has balance on our side and isn't used sufficiently, we close. Also we plan accepting private channels on our LND soon too.

Prev min was 1k sats. Main use case is for wallets like Misty Breez, Bull or Aqua to be able to pay tiny invoices. As tiny as 21 sats, a very common amount used for zaps, at least so we heard ;)
