But they can "destroy" a particular balance. Tether basically vouches/signs for all balances of USDT that they issue, and so they can revoke the legitimacy of the coins at any time and simply claim "we won't redeem these particular coins anymore." So if someone steals a billion in USDT, they can make it so they can't spend it and as long as people check the USDT validity, it would be easy to see they shouldn't accept it and it would look like "counterfeit" USDT.
